Leading policy-makers and scholars explain how market forces, deregulation, and consumer choice can work to improve health care for all Americans.

"Hollywood" Extortion
Robert Goldberg, Ph.D., Washington Times, 10-5-04

Dr. Goldberg writes about Irena Medavoy's suit alleging that she was harmed by the use of Botox to relieve her migraines. At issue here is the ability of physicians to use approved drugs for non-approved purposes, called "off-label" use. He notes that off-label use is widespread and leads to many medical advances, as the FDA and private industry could not possibly test for every possible use of a drug before putting into the market. Finding a drug manufacturer and physician liable for off-label use would set back medical progress.
