Arnold wrestles with CA health care

USA Today chronicles Arnold's proposal for health reform in CA, which includes a tax on businesses and a mandate for individuals to buy health insurance, which looks at first glance like the plan Massachussetts passed last year.

The problem is that, relatively speaking the Bay State had it easy, with far less than a million uninsured residents. California has close to 5 million.

Still, before implementing billions in new taxes and new regulations, why not try inexpensive, incremental reforms like insurance deregulation and empowering consumers to purchase their own care from out of state?

The governor and the legislature can always build a big government health care program if that approach doesn't work. But ending such a program after the fact, no matter how dysfunctional, is nearly impossible.
